ABSTRAKT
Mosmarrëveshjet dhe konfliktet mes shteteve kan[ qenë gjithmonë prezente dhe në të
kaluarën kanë përfunduar me luftëra. Sot me kodifikimin e së drejtës ndërkombëtare dhe
zhvillimin e diplomacisë multilaterale, konfliktet dhe mosmarrëveshjet mes shteteve zgjidhen
në rrugën paqësore, pra nëpërmjet negociatave dhe bisedimeve. Sipas klasifikimeve, sot
ekzistojnë disa lloje të konflikteve, mes të cilaveedhe konfliktet tregtare apo ekonomike. Si
rezultat i globalizimit ekonomik dhe liberalizimit të tregtisë, pas Luftës së Dytë Botërore janë
themeluar një numër i madh i organizatave ndërkombëtare të karakterit ekonomik dhe
tregtar, nga ku dalin një morri rregullash dhe parimesh sa i takon tregtisë ndërkombëtare.
Antarësimi i shteteve në organizatat ndërkombëtare të karakterit tregtar, nënkupton edhe
marrjen përsipër të detyrave dhe obligimeve nga njëra anë, kurse nga ana tjetër përfitimin e
privelegjeve të cilat ofrohen sipas marrëveshjeve shumëpalëshe.
Të gjitha shtetet pavarësisht se sa të fuqishme janë, kanë përfitimet e tyre nga antarësimi në
organizatat ndërkombëtare të karakterit tregtar. Në këto organizata dominon demokracia
dhe vendimet merren me koncensus. Marrëveshjet shumëpalëshe në fushën e tregtisë,
fillimisht ratifikohen nga parlamentet e shteteve antare, e më pas hynë në fuqi. Rregullat dhe
parimet e këtyre organizatave sjellin përfitime përshtetet antare pasi që rregullojnë çëshjet e
eksportit dhe importit të mallrave dhe shërbimeve me tarifa doganore, në këtë mënyrë duke
eliminuar të gjitha barrierat jodoganore të periudhës së proteksionizmit.

ABSTRACT
Disputes and conflicts among countries have always been present, and in the past, the best
way to end up these kinds of disputes was the war. Today, with the codification of
international law and the development of multirateral diplomacy, conflicts and disputes
among states are solved in a peaceful way, thus through negotiations and talks. Based on
evidences, there are several types of conflicts, and among them are included trade and
economic conflicts. Afer the Second World War, as aresult of economic globalization and
trade liberalization there have been established a lot of international trade associations, and
thereby emerge a lot of rules and principles in terms of international trade.
To be a member in the Trade Association means to undertake different types of obligations
and duties, and on the other hand to benefit some of the privileges that are offered, based on
multirateral agreements.
All the countries, regardless of how powerful they are, have their benefits from their
membership in Trade Association. In these associations the democracy prevails and decisions
are taken by concensus. Multirateral trade agreements, are first ratified by the parliament of
the states that are members in the association, andthen shall enter into force. The rules and
principles of these associations bring benefits to the member states, because in this way they
regulate different issues of export and import of the goods and other services with customs
tariffs, thus eliminating all the non-customs barriers of the period of protectionism.
